Community-Managed Flood Early Warning System for Rosario, Cavite
The Municipality of Rosario is a first-class urban municipality in the province of Cavite, Philippines. Annually, the municipality experiences flooding twice a year within the period of June to December. Flooding has led to damage of household equipment, sickness, poor water quality, increase in garbage, interruption of school activities, and disruption in different modes of transportation. In 2012, IIRR embarked on a pilot project on community disaster preparedness at 3 of the most at risk villages in Rosario. IIRR provided assistance and guidance in crafting contingency plans for floods and in strengthening community emergency response teams (CERT). IIRR worked with GIZ-Philippines in designing a local flood early warning system (LFEWS) for the villages. A workshop was organized and the outcome is captured in this document.
